Ritterstand seit 1867 ; Höfken war ursprünglich preußischer Offizier, dann Mitkämpfer im Karlistenaufstand, war in den Vierzigerjahren des 19. Jahrhunderts als Journalist tätig. 1846 wurde er in die Frankfurter Nationalversammlung gewählt, wo er sich Bruck anschloß und von diesem 1850 in das österreichische Handelsministerium berufen wurde. 1849 wurde er Sektionsrat im Finanzministerium und bereitete die geplante deutsch-österreichische Zollunion mit vor.
