abstract

This report presents the results and the methodology of the Media Pluralism Monitor 2024, based on its implementation in 32 countries (27 EU Member States and five candidate countries) for the year 2023. The Media Pluralism Monitor (MPM) is a tool that is geared to assessing the risks to media pluralism in both EU Member States and in candidate countries. Since 2013/2014, it has been implemented on a regular basis by the Centre for Media Pluralism and Media Freedom, and on a yearly basis since 2020. This tool is based on a holistic perspective, taking into account the legal, political, and economic variables that are relevant in analysing the levels of plurality in media systems in a democratic society.

2. Monitoring media pluralism in the digital era : application of the Media Pluralism Monitor in the European Union, Albania, Montenegro, Republic of North Macedonia, Serbia & Turkey in the year 2020 : Centre for Media Pluralism and Media Freedom

abstract

Pluralism of the media constitutes one of the essential pillars of democracy. Freedom of expression and freedom and pluralism of the media are enshrined in the Charter of Fundamental Rights of the European Union (Article 11), and their protection is underpinned by Article 10 of the European Convention on Human Rights. This report presents the results and the methodology of the Media Pluralism Monitor (MPM2021). This is a tool that is geared to assess the risks to media pluralism in EU member states and in candidate countries (32 countries in total). The Media Pluralism Monitor has been implemented, on a regular basis, by the Centre for Media Pluralism and Media Freedom, since 2013/2014 (last implementation MPM2020), and it is based on a holistic perspective, taking into account legal, political and economic variables that are relevant to analysing the levels of plurality of media systems in a democratic society. This implementation covers the year 2020. As mentioned above, this edition of the MPM covers 32 countries. It is relevant to acknowledge, as it is also important to interpret the results of this round of the implementation of the tool, that the analysis this year does not cover the United Kingdom (MPM2020 included the UK too) and covers 5 candidate countries (MPM2020 covered 2 candidate countries).

abstract

The Media Pluralism Monitor (MPM) is a research tool that was designed to identify potential risks to media pluralism in the Member States of the European Union. This narrative report has been produced within the framework of the first pan-European implementation of the MPM, carried out in 2016. The implementation was conducted in 28 EU Member States, Montenegro and Turkey, with the support of a grant awarded by the European Union to the Centre for Media Pluralism and Media Freedom (CMPF) at the European University Institute.

4. Monitoring media pluralism in Europe : application of the media pluralism monitor 2016 in the European Union, Montenegro and Turkey

abstract

This report presents the results and the methodology of the 2016 implementation of the Media Pluralism Monitor (MPM) in EU-28 countries and in Montenegro and Turkey (MPM2016). The MPM is a tool that has been developed by the Centre for Media Pluralism and Media Freedom (CMPF) at the European University Institute to assess the risks to media pluralism in a given country. The MPM project is co-funded by the European Union. Prior to the 2016 implementation, the tool was tested under two pilot-projects that were cofunded by the European Union in 2014 and 2015 (CMPF 2015; CMPF 2016). These two pilot-test implementations built on the prototype of the MPM that was designed in the 2009 Independent Study on Indicators for Media Pluralism in the Member States - Towards a Risk-Based Approach carried out by KU Leuven, JIBS, CEU, Ernst&Young, and a team of national experts (KU Leuven, 2009). The Monitor assesses the risks to media pluralism based on a set of twenty indicators covering a broad notion of media pluralism that encompasses political, cultural, geographical, structural and content related dimensions1. All types of media are covered: public service, commercial, community media, new media and online platforms. The risks for media pluralism are measured in four different areas: Basic Protection, Market Plurality, Political Independence and Social Inclusiveness. The indicators cover legal, economic and socio-political questions. National experts, composing the MPM network of local teams, provided the data to assess the levels of risk at country level, drafted the country reports, while the CMPF supervised and guaranteed quality and consistency of the data collection and assessed the levels of risk. CMPF also directly implemented the MPM in Italy and Malta. The assessment of the risk to media pluralism in a given country by the MPM does not necessarily represent an effective lack of pluralism in a given context. The results, the data collected and the analysis provide useful information for policymakers, researchers, and civil society so as to better understand the threats to media pluralism in different media contexts and to plan relevant media policy or advocacy measures, where needed.

5. Monitoring media pluralism in Europe : testing and implementation of the media pluralism monitor 2015 : policy report

abstract

The Media Pluralism Monitor (MPM) is a tool for assessing the risks for media pluralism in a given country. The Monitor aims to help policymakers, researchers, and civil society to understand the threat to media pluralism in different media systems through research, analysis and the provision of country data. The present Monitor has been developed and tested by the Centre for Media Pluralism and Media Freedom (CMPF), at the European University Institute, and has been funded by the European Union. The CMPF created the prototype of the Monitor and pilot-tested it in 2014 (MPM2014), building on the 2009 Independent Study on Indicators for Media Pluralism in the Member States - Towards a Risk-Based Approach. The results of this second prototype, which was tested in 2015 (MPM2015), are published in this report. During these two rounds of implementation, the CMPF has strengthened the research design of the Monitor, co-ordinated the data collection carried out by national experts, and analysed the results, i.e., it has assessed the risks for media pluralism across EU Member States. This report presents the results and the methodology of the MPM2015 implementation, which measures risks to Media Pluralism in 19 EU countries, namely, Austria, Croatia, Cyprus, the Czech Republic, Finland, Germany, Ireland, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden. The Monitor assesses the risks for media pluralism based on a set of indicators that cover four different domains: Basic Protection, Market Plurality, Political Independence and Social Inclusiveness.

abstract

In September 2013, the European Commission assigned to the Centre for Media Pluralism and Media Freedom at the European University Institute, the task of updating, simplifying and conducting a pilot-test implementation of the Media Pluralism Monitor (MPM) developed in 2009 by a consortium led by the University of Leuven. The Centre, acting independently from the Commission and the Member States, after reducing the scope of application of the MPM to news and current affairs, fulfilled these tasks and pilot tested the Monitor in a sample of nine EU countries. This action was followed with the scope of enhancing the practical applicability of the MPM as a research instrument that would potentially be usable for future implementation, in a neutral and standard way, across all of the EU Member States, and to assess the risk to media pluralism in the selected countries. Based on scientific and neutral criteria, the CMPF has designed the MPM2014 by reducing the number of legal, economic and socio-political indicators that were included in the MPM2009, has set standard methodological strategies in order to improve the data collection's feasibility across the EU Member States. The MPM2014 has been constructed as a streamlined version of the MPM2009, but with an effort to maintain its holistic character and to reflect the growing importance of the internet. The simplified MPM2014 has been focused on news and current affairs aspects of the media due to their key importance for the civic and political awareness of citizens and for the democratic processes.

European regulation of the media is influenced by the economic regulation of networks, contents, and e-commerce, to which it is very close. However, media regulation has one peculiar differentiating characteristic: it cannot concentrate only on market competition, as the rest of modern economic regulation does, but has to pursue other fundamental values. In particular, media pluralism and media freedom emerge as policy goals that are essential for democracy and human rights in Europe. In this paper, we discuss the EU's search for a point of equilibrium in Member States' resistance to the relinquishing of their power in the sector; we describe the current debate, and suggest some possible directions for development
