Biblio: Studierte Politikwissenschaft, Geschichte und Philosophie an den Universitäten Köln und Bonn. Von 1988 bis 2001 war er wissenschaftlicher Mitarbeiter, zuletzt Akademischer Direktor am Institut für Wirtschafts- und Verwaltungsinformatik an der Universität Koblenz-Landau. Er habilitierte 2006 im Fach Verwaltungsinformatik und ist seitdem Honorarprofessor an der Universität Koblenz-Landau. Schon 2001 wechselte er als Leiter der Stabsstelle für Strategisches Informations- und Kommunikationsmanagement zur Stadt Köln und ist seit 2004 Leiter des Amtes für Informationsverarbeitung.
