Von 1923 bis 1933 war Wagemann Präsident des Statistischen Reichsamtes. 1925 gründete er das Institut für Konjunkturforschung, das spätere Deutsche Institut für Wirtschaftsforschung und war dessen Direktor. 1948 gründete Wagemann in Chile das Instituto de Economía, ab 1949 hatte er eine Professur in Santiago de Chile inne, bis er 1953 nach Deutschland zurückkehrte.
