Von 1959 bis 1962 war er als Privatdozent in Münster, Lehrstuhlvertretungen in Frankfurt und Basel. 1962 erhielt er einen Ruf auf den Lehrstuhl für Volkswirtschaftslehre und Statistik an der Universität Mannheim und war 1979-1982 Rektor. 1996 wurde er emeritiert. 1991 war er Gründungsdirektor des Zentrum für Europäische Wirtschaftsforschung (ZEW) und hatte die wissenschaftliche Leitung bis April 1997 inne.
