abstractIn 2013, the German Council of Economic Experts advised the then future German government to pursue a decisively marketoriented economic reform agenda in the fields of labour market and pension policy, tax policy and climate policy. Yet, policy makers have ignored this advice, basically disregarding the foreseeable demographic transformation. Meanwhile, new additional challenges have emerged, which require a seriously revitalised German economy. Thus, the next German government should shift to a marketoriented course in its economic policy, particularly by unleashing entrepreneurial motivation.

3. The dynamics of household location preferences in Germany
abstractInspired by the literature on social polarisation and residential segregation we draw on a probabilistic approach to pursue the evolution of household location preferences in West Germany. Using microdata from the German Socio-Economic Panel (SOEP) for the period 1984-2020 we demonstrate that structural economic change was accompanied by an increasing preference for residence in compact housing close to urban centres. Our analysis outlines that during the past two decades, intra-urban and urban-rural disparities by age and skills have begun to rise. Even for Germany, where segregation is moderate, any scenario suggesting neighbourhood-level convergence of living standards seems unlikely.

4. Rückverteilung der Einnahmen aus der CO2-Bepreisung : das Versprechen der Politik endlich einlösen, aber nicht in Form des Klimageldes!
abstractDie CO2-Bepreisung für fossile Kraft- und Brennstoffe wurde 2021 eingeführt, um deren Verbrauch zum Zwecke des Klimaschutzes zu reduzieren. Um bei steigenden CO2-Preisen eine breite Akzeptanz zu sichern, sollte die Politik diese Einnahmen wieder komplett an die Verbraucher zurückgeben. Bislang soll dies in Form jährlicher Pauschalbeträge geschehen. Um die Bevölkerung und die Unternehmen schneller und unkompliziert zu entlasten, sollte die Bundesregierung die Einnahmen aus der CO2-Bepreisung, die dem Klima- und Transformationsfonds (KTF) zufließen, besser dafür verwenden, Komponenten des Strompreises zu senken, vor allem die Netzentgelte. Durch die Absenkung der Strompreise würden sowohl die privaten Haushalte als auch Unternehmen, besonders kleine und mittlere Unternehmen (KMU), deutlich entlastet - für Unternehmen entstünden neue Investitionsanreize und die Wirtschaft könnte stärker wachsen. In Zeiten massiver finanzieller Engpässe beim Klima und Transformationsfonds wäre es klug, die knappen Mittel so zu verwenden, dass damit zugleich die Energiewende vorangebracht und die Unternehmen sowie die Bevölkerung entlastet werden. Das würde durch eine Verwendung der KTF-Mittel zur Senkung der Netzentgelte und der zahlreichen Umlagen auf den Strompreis der Fall sein, nicht aber bei Auszahlung eines Klimageldes.

5. Rural electrification, the credibility revolution, and the limits of evidence-based policy
abstractThe so-called credibility revolution dominates empirical economics, with its promise of causal identification to improve scientific knowledge and ultimately policy. By examining the case of rural electrification in the Global South, this opinion paper exposes the limits of this evidence-based policy paradigm. The electrification literature boasts many studies using the credibility revolution toolkit, but at the same time several systematic reviews demonstrate that the evidence is divided between very positive and muted effects. This bifurcation presents a challenge to the science-policy interface, where policymakers, lacking the resources to sift through the evidence, may be drawn to the results that serve their (agency's) interests. The interpretation is furthermore complicated by unresolved methodological debates circling around external validity as well as selective reporting and publication decisions. These features, we argue, are not particular to the electrification literature but inherent to the credibility revolution toolkit.

abstractThe medium-term prospects for the German economy give little cause for optimism. In addition, demographic change will intensify in the current decade. A brightening of growth prospects can therefore only materialise with stronger investment and greater innovation momentum. However, it will hardly be enough to directly promote this through economic policy interventions if the available pool of adaptable and skilled labour cannot be strengthened. This will require a wide range of economic policy endeavours.

abstractTo synergise civil and military research, their separation should be abandoned and the so-called ‘civil clauses’ still enshrined in the statutes of many German universities should be reconsidered. Together with its European partners, the German government should establish joint development and procurement processes for the military. Key technologies must be systematically identified and promoted in order to avoid unilateral dependencies in these technology areas that could weaken military security. In order to counter the lack of skilled personnel, the Bundeswehr should train soldiers in such a way that they can use the knowledge they have acquired during their military service in civilian life.

The article discusses the extent to which microdata from the German Socio-Economic Panel (SOEP) can be used to analyse changes in residential location preferences. The analysis finds that, among various categories of the residential environment, housing in urban peripheral locations and in rural regions has become less attractive in recent decades.
