1. Understanding imbalanced transmission from R&D inputs into innovation outputs and impacts : evidence from Kazakhstan

abstract

Innovation ecosystems use R&D inputs to generate innovation outputs first and innovation impacts later. But some countries show a relatively low transmission, such as in the case of Kazakhstan, the largest economy in Central Asia. This article analyzes the transmission from R&D into innovation outputs and impacts through a framework for which different factors matter, such as the company size, education and skills, competition, exports, and foreign ownership. Transmission is conceptually understood in two steps: from R&D into innovation outputs, and from innovation output into innovation impacts. The main hypothesis is that the high endowments of these company factors should lead to the better transmission of results and improved performance in terms of outputs and impacts. We test this using new evidence from Kazakhstan and the ECA region (Europe and Central as defined by the World Bank) as benchmarking, and data are from the Global Innovation Index (descriptive section) and the World Bank Enterprise Surveys (analytical section). The econometrics are a Crépon-Duguet-Mairesse (CDM) model in three steps: factors for propensity to invest in R&D, then to innovate, and, finally, innovation impacts on productivity. Results confirm the positive roles of factors, such as exports and education, in positive transmissions and uneven or insignificant results on productivity impacts from characteristics, such as age, size, and foreign ownership. The specifics for Kazakhstan suggest a potential for business innovation growth in the country. The paper concludes by suggesting key policy measures to unlock the potential for business innovation at a country level.

2. Value co-creation and external consultancy knowledge for public innovation in Europe

abstract

This paper proposes a framework for explaining the collaboration between co-creation and LAB design methodologies with KIBS (Knowledge Intensive Business Services), which include ICT services, when public services were immerse in an innovative process at government units within six EU-20 countries in the Co-VAL H2020 survey (Spain, France, Hungary, the Netherlands, Norway, and the United Kingdom). The proposed channels of interaction of user's at the centre methodologies and KIBS is based upon the new public government paradigms and the public service dominant logic. The model examines the propositions of these paradigms, as to how co-creation processes are embedded in the interaction of KIBS and final customers, by deriving the channels through which those consultancies contribute to fostering innovation in various government units across the EU-20 (1875 public units of work surveyed), particularly in relation to improving public business-related services. The study first utilizes unilateral equations to estimate the overall effects of all the covariates and, in a second step, utilizes systems of equation models to derivate the interaction of users at the centre methodologies on KIBS and, consequently, the indirect effects that these processes have on the innovation processes of the public units of work that contracted those business services. Results conclude that value co-creation is embedded on KIBS with the decisive influence of inputs provided by final customers of the innovative processes as the public dominant service logic states. The analysis is based on the Co-VAL EU 2020 Survey, testing the causal effects that KIBS consultancies have on public innovation processes, especially those related to business services or business organizations, with a focus on the reinforcement of co-creation, LAB design, and co-production methodologies. To our knowledge this study is the first to estimate those indirect influences of user's at the centre methodologies on public innovation processes that contract KIBS to generate positive dynamics improvements of public services.

4. Understanding innovation in education : a service co-production perspective

abstract

Innovation in education has been heavily focused on pedagogical, technological, or regulatory elements, while service innovation relates to other elements involving interpersonal and community co-production too. This paper provides a conceptual framework to understand innovation in education from a service economic perspective. This is done by bridging two rather disconnected research areas: service innovation and education innovation. The results indicate that (i) the characteristics of education as a service (such as interactive co-production) should be taken into account to better understand how innovations are created and implemented; (ii) innovation modes in education can be aligned with service innovation modes, mainly when a public service logic is adopted; (iii) the tension existing in service innovation between customization and standardization is replicated in the education sector; and (iv) multiagent frameworks in service innovation are particularly visible in innovative learning communities. Managerial and policy implications should be guided by service-friendly principles such as freedom, autonomy, and subsidiarity.

7. Innovation and SDGs through social media analysis : messages from FinTech firms

abstract

Financial technology-based firms (FinTech) are crucial to promoting new technologies and advances in innovations related to the financial field, sustainable development, and financial inclusion. This paper aims to assess the Sustainable Development Goals (SDGs) and open innovation integrated within the public discourse in the social media of FinTech firms, using machine-learningbased social media analysis (SMA). Accordingly, we tracked the behavior of 21 firms based on the empirical material of 32,716 posts on Twitter. The outcomes showed dissimilar discourses based on FinTech firms' activities. However, it was found that only financial infrastructure, lending, and personal finance fields have a discourse related to innovation and, to a lesser extent, related to the SDGs thematic. Thus, awareness of sustainable objectives is still far from being a relevant issue for FinTech, which, in general, has neglected to significantly mention SDGs; nonetheless, innovation and related terms are a consistent topic in this area. Furthermore, hints of the implementation of the open innovation paradigm and interest in novel technologies are demonstrated, in addition to the promotion of different actors and events on social media that serve as a showcase for firms that have a presence on Twitter.
