A recent critique of using teachers' test score value-added (TVA) is that teacher quality is multifaceted; some teachers are effective in raising test scores, others are effective in improving long-term outcomes This paper exploits an institutional setting where high school teachers are randomly assigned to classes to compute multiple long-run TVA measures based on university schooling outcomes and high school behavior. We find substantial correlations between test scores and long-run TVA but zero correlations between these two TVA measures and behavior TVA. We find that short-term test-score TVA and long-run TVA are highly correlated and equally good predictors of long-term outcomes.

6. Gifted Children Programs' Short and Long-Term Impact : Higher Education, Earnings, and the Knowledge-Economy

abstract

We estimate the effects of gifted children programs (GCP) in high schools in Israel. We selected a comparison group of equally gifted students from other cities where GCP was not offered at the time. Based on administrative data, we follow 22 cohorts and measure treatment effects on outcomes, ranging from high school to the labor market in their 30s and 40s. We find tiny impact on academic achievements in high school, in contrast to the abundance of educational resources enjoyed by GCP participants. In the longer run, we find meaningful effects of GCP on higher education attainment. GCP participants study more math, computer, and physical sciences but engage less in engineering programs. The net effect on STEM degrees is, therefore, zero. However, a much higher share of GCP participants graduated with two STEM majors. This evidence suggests that GCP enhances the impact of "multipotentiality," which characterizes many gifted adolescents. The effect on getting a Ph.D. is positive, too. Lastly, we find no effect of GCP on employment and earnings. Nor do we find that GCP participants work more than other equally talented children in the knowledge economy. These results are very similar for females and males gifted children

7. The Effect of Labor Market Liberalization on Political Behavior and Free Market Norms

abstract

We study the effects of labor market liberalization on political behavior and attitudes towards free-market capitalism and socialism, exploiting a reform whereby the Israeli socialist communities called kibbutzim shifted from equal sharing to market-based wages. Our identification strategy relies on this reform's sharp and staggered implementation in different kibbutzim. We first examine changes in behavior associated with this labor market liberalization and document that the reform led to a shift in electoral voting patterns, resulting in decreased support for left-wing political parties and increased support for the center and right parties in national elections. Using annual survey data on attitudes over 25 years, we show that the reform led to increased support for free-market policies such as full privatization and differential wages. Moreover, it decreased support for socialist policies such as the joint ownership of production means. Yet, the reform increased support for the safety net to support weak members through mutual guarantee. These effects appear to be driven by an increase in living standards and work ethics that resulted from the reform. We conclude that introducing market-based wages led to a shift in attitudes towards a market economy with compassion, revealing a change in members' support from their traditional democratic socialist model to a social democratic model
