1. Do early active labor market policies improve outcomes of not-yet-unemployed workers? : findings from a randomized field experiment
abstractInequality is a dynamic phenomenon, and the relative and absolute positions of individuals are subject to frequent shocks. It is important to know if preventive interventions mitigate adverse inequality effects of labor market shocks. We consider individuals up to three months before the envisaged termination of their employment and we study effects of pre-unemployment participation in active labor market programs (ALMP) on labor market outcomes using a randomized controlled trial (RCT). This complements the vast literature on ALMP for unemployed workers. Policies include signing an integration agreement (IA), preparing an action plan (AP) before the first meeting with a caseworker, and the combination of both. Results suggest that the IA - particularly when combined with the AP - increases the probability of employment around 4 months after registration as soon-to-be unemployed. This is driven by workers with a relatively high unemployment risk following registration. Thus, the policies contribute to reducing societal inequality.

5. Investigating the impact of integration agreements on labor market outcomes for welfare recipients : a randomized controlled trial
abstractIntegration agreements (IA) outline the efforts the jobseeker should undertake to find employment and specify the services that the caseworker would provide to assist them in their job search. The agreements include a declaration of legal consequences, and punitive benefit sanctions could be imposed based on this declaration. Recent evidence has shown that these IAs are effective for recipients of unemployment insurance (UI) benefits. Using a randomized controlled trial, this paper investigates whether IAs support the integration of welfare benefit recipients into the labor market. This integration is of utmost importance from a policy and societal point of view. Newly registered recipients of means-tested benefits were randomly assigned to one of three groups, receiving either a) a standard integration agreement with the accompanying declaration of legal consequences at the beginning of the welfare spell, or b) an integration agreement without such a declaration, or c) no integration agreement within the first six months of the benefit receipt. Findings indicate that, on average, group assignment has no effect on the transition out of welfare or entry into employment. Based on a Random Forest analysis to capture heterogeneity, we find no effect by the degree of labor market prospects either.

6. Predicting re-employment : machine learning versus assessments by unemployed workers and by their caseworkers
abstractPredictions of whether newly unemployed individuals will become long-term unemployed are important for the planning and policy mix of unemployment insurance agencies. We analyze unique data on three sources of information on the probability of re-employment within 6 months (RE6), for the same individuals sampled from the inflow into unemployment. First, they were asked for their perceived probability of RE6. Second, their caseworkers revealed whether they expected RE6. Third, random-forest machine learning methods are trained on administrative data on the full inflow, to predict individual RE6. We compare the predictive performance of these measures and consider whether combinations improve this performance. We show that self-reported and caseworker assessments sometimes contain information not captured by the machine learning algorithm.

7. Structural empirical analysis of vacancy referrals with imperfect monitoring and the strategic use of sickness absence
abstractThis paper provides a structural analysis of the role of job vacancy referrals (VRs) by public employment agencies in the job search behavior of unemployed individuals, incorporating institutional features of the monitoring of search behavior by the agencies. Notably, rejections of VRs may lead to sanctions (temporary benefits reductions) while workers may report sick to avoid those. We estimate models using German administrative data from social security records linked with caseworker recorded data on VRs, sick reporting and sanctions. The analysis highlights the influence of aspects of the health care system on unemployment durations. We estimate that for around 25% of unemployed workers, removing the channel that enables strategic sick reporting reduces the mean unemployment duration by 4 days.
