A long-time civil servant in the Canadian government, he held senior appointments in the Energy, Finance, Foreign Affairs and Finance departments before becoming Deputy Minister (permanent secretary) of Intergovernmental Affairs (1996-2002) and of Natural Resources (2002-05).
