2. Technical efficiency versus land-use efficiency : a spatio-temporal efficiency analysis of China's crop production

abstract

Improved land-use efficiency in agricultural production is crucial to meet increasing demand for agricultural commodities using the finite area of arable land worldwide. By applying a spatial autoregressive stochastic frontier methodology to county-level data spanning from 1980 to 2011, we conducted an analysis to investigate changes in both the spatial and temporal dimensions of technical efficiency and land-use efficiency within Chinese crop production. During this period, China achieved a remarkable upsurge in food production, notably within the first three decades of the rural reform that began in 1978. There were substantial transformations in agricultural land use that encompassed changes in cropland areas, shifts in the composition of various crops, alterations in their geographical distributions and enhancements in crop yields. Based on the results of this analysis, land-use efficiency increased slightly from 0.47 to 0.56 in most regions of China during that period and became convergent over time, with spatial gaps narrowing. National technical efficiency increased by 20 % on average, but with substantial regional variations, e.g. lower technical efficiency gains in northeast and northwest China and greater technical efficiency in the north and south. Urbanisation was found to be positively associated with lower technical efficiency, while a greater distance from provincial capitals resulted in higher technical efficiency. Efficient land use can lead to greater agricultural productivity, which, in turn, can boost rural economies and contribute to overall economic growth. These results could help in the design of effective regional policies to optimise land-use efficiency in crop production.

5. Variable Returns to Fertilizer Use and Its Relationship to Poverty : Experimental and Simulation Evidence from Malawi

abstract

Despite the rise of targeted input subsidy programs in Africa over the last decade, several questions remain as to whether low and variable soil fertility, frequent drought, and high fertilizer prices render fertilizer unprofitable for large subpopulations of African farmers. To examine these questions, we use large-scale, panel experimental data from maize field trials throughout Malawi to estimate the expected physical returns to fertilizer use conditional on a range of agronomic factors and weather conditions. Using these estimated returns and historical price and weather data, we simulate the expected profitability of fertilizer application over space and time. We find that the fertilizer bundles distributed under Malawi’s subsidy program are almost always profitable in expectation, although our results may be reasonably interpreted as upper-bound estimates among more skilled farmers given that the experimental subjects were not randomly selected. These results are robust to a tripling of fertilizer prices, to a 50 percent decrease in the maize price, and to drought conditions. We then correlate estimated expected returns to fertilizer use with geographically disaggregated estimates of headcount poverty rates. We find a very weak positive correlation between poverty and the expected returns to fertilizer, which calls into question how spatially distributionally progressive fertilizer subsidies are in helping to reduce poverty among Malawian farmers

7. Within-Season Producer Response to Warmer Temperatures : Defensive Investments by Kenyan Farmers

abstract

We present evidence that farmers adjust agricultural inputs in response to within-season temperature variation, undertaking defensive investments to reduce the adverse agroecological impacts of warmer temperatures. Using panel data from Kenyan maize growing households, we find that higher temperatures early in the growing season increase the use of pesticides, while reducing fertilizer use. Warmer temperatures throughout the season increase household weeding effort. These adjustments arise because greater heat increases the incidence of pests, crop diseases and weeds, compelling farmers to divert investment from productivity-enhancing technologies like fertilizer to adaptive, loss-reducing, defensive inputs like pesticides and weeding labor
