3. The effects of sugar imports from Ukraine on markets and stakeholders in the EU : study prepared for the InfoZentrum Zuckerverwender (IZZ)
abstractIn 2016 the EU granted Ukraine trade preferences in the form of tariff rate quotas (TRQs) for agricul- tural products including sugar under the Deep and Comprehensive Free Trade Agreement. In June 2022 in response to Russia's attack on Ukraine, the EU extended these preferences to full liberalisa- tion of sugar trade under the so-called Autonomous Trade Measures (ATMs). Prior to 2022, EU imports of sugar from Ukraine were sporadic and never amounted to more than 11% of total EU imports in any given month. However, in late 2022 in response to the ATMs, EU im- ports of white sugar from Ukraine increased, and by late 2023 and early 2024 Ukraine was supplying over 50% of the EU's monthly sugar imports. 4. Nitrogen and Phosphorus pollution mitigation through down-scaling cattle production in Germany
abstractReactive nitrogen (N) and phosphorus (P) pollution in Germany is mainly caused by production of cattle meat and milk, which is mostly consumed domestically. This pollution comes at a high external costs not yet addressed by current policies. We explore scenarios where reduced domestic cattle production aims to lower N and P pollution. We also analyze the potential effects of two policy measures, cattle buy-outs and input taxation, on reducing production. The research discusses the need to decrease cattle milk and meat consumption alongside cattle production reduction to ensure that negative environmental effects such as N and P pollution are not merely shifted to other production regions. Further research should examine the policies under consequential computational economic framework toward precise magnitude of effects.

5. Rebuilding Ukraine : the agricultural perspective
abstractGiven its national and global importance, agriculture in Ukraine is a key sector to consider when assessing both the damages and losses caused by Russia’s attempted invasion and the associated post-war reconstruction needs and challenges. As of September 2022, total war damages and losses for Ukrainian agriculture were estimated to be US$ 40.9 billion. Using the Post Disaster Need Assessment methodology, KSE Agrocenter (2023) estimates that reconstruction and recovery of Ukrainian agriculture will cost at least US$ 23.5 billion. Key priorities include demining and re-cultivating agricultural land, rebuilding on-farm and local storage facilities, and repairing export infrastructure. Policy makers should focus on eliminating bottlenecks for private investments to drive sectoral growth, not selecting specific products or value chains for support. Investments in agriculture and public administrative capacity in agriculture should be carried out with a view to compatibility with EU regulation in agriculture and supporting Ukraine’s EU accession perspective.

9. A European policy mix to address food insecurity linked to Russia’s war
abstractThe Russian war against Ukraine has put at risk a significant share of global food exports, and has contributed significantly to strongly rising global food prices. This has made poor, food-import dependent countries more vulnerable, with potentially serious humanitarian consequences. The crisis also has negative security, migration and foreign policy repercussions for the European Union. The EU and its members have a number of policy levers to address the crisis. These include agricultural, trade, environment, aid, energy, fiscal and foreign policy. However, in the complex interplay of local and global, agricultural and non-agricultural markets, apparently simple solutions can have significant unintended consequences and policy trade-offs must be taken into account. While EU agricultural policy can address the crisis directly by adjusting production, energy policies also have an impact on food security through the complex relationship between the food and energy systems. Energy is an input to food production but also, as bioenergy, competes for agricultural commodities. Fiscal policy can discourage inefficient food consumption and food waste, while trade policy and aid can improve the allocation of agricultural production factors (eg fertilisers) and products. Increasing information sharing on food stocks and building trust are prerequisites for trade policy and diplomacy to limit export restrictions, thus alleviating some of the price pressures on international markets. The crisis highlights food-system fragilities when confronted with global conflicts, climate change and economic shocks. Policies should seek to increase shock-resilience, for example by reducing structural rigidities in production, trade and consumption patterns, and by encouraging sustainable production in import-dependent countries. This is especially important considering that most food production is locally consumed. Only 20 percent of the global cereals volume is traded, making the current shock significant in terms of globally traded volumes (Ukraine represents 10 percent of the global grain market), but not relative to overall volume (Ukraine represents 2 percent of global grain production).
