Biblio: Ngok Kinglun is Professor in Social Policy and Public Management at Sun Yat-sen University, Guangzhou, China. He is vice dean of School of Government, and director of Institute for Social Policy. He is Fellow of New Century Excellent Talents awarded by Ministry of Education, China, and holds the position of the Pearl River Distinguished Professor awarded by Guangdong Provincial Government. Ngok has published widely in the field of social policy, especially in labor policy, education policy, and social services.
