abstract

Unter politischer Partizipation versteht man den Informationsaustausch und die Kommunikation über politische Programme und Sachthemen, die Mitgestaltung politischer Inhalte, das Mitwirken bei Entscheidungsprozessen, die Beteiligung an Abstimmungen über Sachthemen bis hin zur Mitwirkung an Wahlen für politische Mandatsträger. Im Beitrag wird die Pyramide der politischen Partizipation diskutiert, die Prozesskette zu eVoting und eElection erläutert sowie ein Empfehlungssystem für elektronische Abstimmungen und Wahlen vorgestellt, das die unscharfe Logik nutzt. Der Schutz der Privatsphäre der Bürgerinnen und Bürger wird in einem Privacy Setting Framework geregelt. Zudem wird aufgezeigt, wie ein Politcontrolling eingeführt und ein Public Memory sukzessive aufgebaut werden könnte. Neben persönlichen und individuellen Partizipationsrechten sollte eine digitale Gesellschaft auch kollektive Teilnahmeoptionen fördern.
