1. A thousand cuts: cumulative lead exposure reduces academic achievement

abstract

We study how ambient lead exposure impacts learning in elementary school by leveraging a natural experiment where a large national automotive racing organization switched from leaded to unleaded fuel. We find increased levels and duration of exposure to lead negatively affect academic performance, shift the entire academic performance distribution, and negatively impact both younger and older children. The average treated student in our setting has an expected income reduction of $5,200 in present value terms. Avoiding said treatment has an effect size similar to improving teacher value added by one-fourth of a standard deviation, reducing class size by 5 students, or increasing school spending per pupil by $750. The marginal impacts of lead are larger in impoverished, non-white counties, and among students with greater duration of exposure, even after controlling for the total quantity of exposure.

3. The Causal Effect of Heat on Violence : Social Implications of Unmitigated Heat Among the Incarcerated

abstract

Correctional facilities commonly lack climate control, producing a setting absent endogenous responses to hot weather like avoidance, adjustment, and mitigation. We study daily weather variation across the state of Mississippi, and show that high temperatures increase intense violence among the incarcerated. Days with unsafe heat index levels shift both the intensive and extensive margins of violence, raising daily violent interactions by 20%, and the probability of any violence by 18%. Our setting cleanly identifies the effect of heat on violence, and highlights previously unobserved social costs of current facility infrastructure. 4. When externalities collide: influenza and pollution

abstract

Influenza and air pollution each pose significant public health risks with large global economic consequences. The common pathways through which each harms health presents an interesting case of compounding risk via interacting externalities. Using instrumental variables based on changing wind directions, we show increased levels of contemporaneous pollution significantly increase influenza hospitalizations. We exploit random variations in the effectiveness of the influenza vaccine as an additional instrument to show vaccine protection neutralizes this relationship. This suggests seemingly disparate policy actions of pollution control and vaccination campaigns jointly provide greater returns than those implied by addressing either in isolation.

5. Adaptation to Environmental Change : Agriculture and the Unexpected Incidence of the Acid Rain Program

abstract

The Acid Rain Program (ARP) cut sulfur dioxide (SO2) emissions from power plants in the United States, with considerable benefits. We show this also reduced ambient sulfate levels, which lowered agriculture productivity through decreased soil sulfur. Using plant-level SO2 emissions and an atmospheric transport model, we estimate the relationship between airborne sulfate levels and yields for corn and soybean. We estimate crop revenue losses for these two crops around $1-1.5 billion per year, with accompanying decreases in land value. Back of the envelope calculations of the costs to replace lost sulfur suggest producer responses were limited and suboptimal
