4. Green tax reforms with promotion of renewable energy sources and carbon capture and sequestration: comparison of different alternatives
abstractThe need to decarbonize economic production processes is undeniable and has been considered by most countries worldwide. Renewable Energy Sources (RES) and Carbon Capture and Sequestration (CCS) technologies appear among the most promising routes to the decarbonization process. We propose an equilibrium model where final-goods production uses labor and energy, and energy is generated using non-polluting RES and polluting fossil fuels. The government implements a Green Tax Reform (GTR), where it imposes a tax on emissions and uses revenues to finance subsidies to RES and support to CCS technologies. We test how results change according to the priority given to RES or to CCS support. Our results show that prioritizing RES support achieves better economic results and potentially also better environmental results. Overall, our empirical simulation demonstrates that resource substitution has a stronger benefit than decarbonizing fossil fuels.

6. Banco De Portugal Target Balance : Evolution and Main Drivers
abstractBanco de Portugal TARGET balance, an accounting position representing a liability towards the European Central Bank arising from net cross-border payments in central bank money settled via the TARGET2 payment system, was the largest item on Banco de Portugal balance sheet by the end of 2018. In this paper, we depict the evolution and explain the main underlying drivers of Banco de Portugal TARGET liability since the beginning of Stage III of the EMU, following two perspectives, one based on Banco de Portugal balance sheet and other on the Portuguese Balance of Payments. We find that the evolution of Banco de Portugal TARGET liability is highly related with the volume of liquidity-providing monetary policy operations, although the underlying drivers evolved throughout the time: demand driven in 2011/2012 and supply driven from 2015 onwards. We find no time-invariant causal link between Banco de Portugal TARGET liability and neither financial market stress indicators nor the net financing needs of the Portuguese economy. We corroborate our findings empirically using simple OLS regressions

10. Critical analysis of the role of universities in the creation and survival of university spin-offs : proposal of an academic model of support
abstractThe survival of University spin-offs (USOs) has been directly related to their role as product innovators and as technology transfer agents for years. However, the lack of management abilities and support to get financial resources and strategic alliances make their survival more difficult than for other companies. Academic support would able to increase the competitive advantage of the USOs compared to other innovative spin-offs. However, the number of Spanish new firms is smaller than those of the other countries and their impact over the economy is quite low. This paper investigates differential factors of survival of USOS in Spain compared to spin-offs not linked to universities by means of the characteristics of the founder, the environment surrounding the new firm and the spin-off company itself. Based on the Helm&Mauroner model, our work advances the study of the survival dynamic of these companies and identifies measures to be implemented by the university government to support the survival of USOs. Finally, an academic model for USOs support is presented, considering the role of USOs ́founders, academic institutions and government, a proposal of policies and a set of assessment indicators to control the success of the measures. -- university spin-offs ; human capital ; systems dynamic ; innovation transference ; entrepreneurship
